
Greetings, Following the boards approval to proceed with the withdrawal of our RM-11306 petition, here is how I plan to proceed. 1. Chris and I are preparing a draft news story. Dave is returning from Ireland where he attended the 75th anniversary of the Irish Radio Transmitting Society and will be back in the office Tuesday morning, April 24. After his review and input on the draft (which I expect Tuesday) we will send it to ODV for Director review. This story will indicate that we are withdrawing the petition for further review to address comments in recent months, that the Board will discuss the matter in July with the intention of refilling the petition at some point in the future. We will emphasize the public solicitation that occurred previously with this petition, review its history and dispel some of the flagrant lies that have been flying rampant over the past few days. When it is complete it will be posted on ARRLWeb. 2. We will file the necessary paperwork to withdraw the petition the next day. 3. We will then begin a series of web stories to educate people on the facts behind regulation by bandwidth. 4. Between now and July, I want to strongly encourage each of you to study this matter, ask any and all questions you may have. Talk to the members in your division. Make sure they understand the facts regarding this matter. Seek their input. Be prepared to come to the July meeting ready to resolve this matter. 5. At the July meeting, we will dedicate as much time as needed to resolve this matter, possibly the entire day Saturday. It is my expectation that we will depart the July meeting with a clear understanding of this topic, the issues and what our future course will be. Again, I can't stress enough that we all invest whatever time is required to fully understand the technical basis for regulation by bandwidth, resolve any questions you may have in your own mind, and come prepared to resolve this matter. Dave, Chris, Paul and I will provide any background our technical information you desire. Remember, this is NOT about WinLink, although WinLink is currently a major issue when regulation by bandwidth is discussed. Please understand the difference and resolve those issues in your own mind. If you have any questions about on-the-air WinLink operation, you may want to chat with Dick Norton. Dick conducted a WinLink experiment at W1AW with Joe Garcia on Friday prior to the PSC meeting and his verbal report was educational to me for some aspects of WinLink. But again, please ask any question if you don't fully understand the issues. Again, I can't encourage you strongly enough to spend the next three months resolving any issues you may have in your own mind regarding regulation by bandwidth.
