While it does not bear directly on Amateur Radio, the attached speech prepared for delivery by FCC Chairman Genachowski today offers a lot of insight into his thinking on the National Broadband Plan. The voluntary incentive auction that he discusses on page 7, and which he notes enjoys bipartisan support on Capitol Hill, is consistent with what we learned from David Redl of the House committee staff last Friday (see numbered item #4 in my confidential trip report).
