With Field Day approaching, the majority of queries are Field Day related. A problem with the Field Day locator was reported to the IT department and resolved. As of June 1st, 1161 groups had posted their Field Day information to the locator website. We handled updates to several areas of the Regulatory area of the ARRL Web, including posting the newly adopted 9-cm band plan. A request was received from a state legislator's office in NY State for information related to the Steve Bozak cell-phone case dismissed by the NY court in 2009. We also received a query related to a possible change in NY state law that could affect some mobile amateur radio operation. We spoke with the ARRL Volunteer Counsel that handled the Bozak case who agreed to look into the possible new state law change. We are pleased to announce that after a lengthy process and numerous conversations with various local officials and amateurs in the area, the Cleveland County (NC) Board of Commissioners adopted an amateur radio tower ordinance that complies fully with the NC state ordinance and exempts amateurs from some permit fees that were originally proposed. This has been a difficult ordinance to finalize because of infighting between factions in the local amateur radio community. However, the bill should serve as a good model for other municipalities in NC as they move forward. At the request of ARRL General Counsel Chris Imlay, W3KD, and Northwestern Division Director Jim Fenstermaker, K9JF, the Regulatory Office looked into a situation in Montana concerning a former EC continuing to bill his group as the official ARES organization. The RIB office gathered the facts and drafted a letter for editing by the General Counsel. The letter will be sent from the MVP Manager's office. Media & Public Relations Reported by Allen Pitts, W1AGP We're up to 9 known state level Field Day proclamations as of Tuesday morning and the media hits are coming in well. Publishing a "to-do" calendar and emailing out daily reminders of things to do today has gotten compliments. A New Jersey band has secured HelloRadio.net - a website "neighbor" to our HelloRadio.org. We're been in contact and they seem to be very good neighbors. We're talking about a possible visit to ARRL HQ and some joint PR work. A computer problem mangled the annual report file on Friday and put us back a couple days, but we expect to send it to the printer 13th or 14th - as fast as the auditors OK the copy. Development Reported by Lauren Clarke, KB1YDD The W1AW Endowment Campaign has received $50,165 in contributions from 823 donors - 65% of goal. The Spectrum Defense Fund has received $68,735 in contributions from 328 donors. The Diamond Club has received $100,619 in contributions from 559 donors. The Education & Technology Program has received $42,424 in contributions from 406 donors - 65% of goal. An additional $109,194 from six donors has been received in support of the Teachers Institute Program. Production/Editorial Reported by Joel Kleinman, N1BKE July Digital QST was released June 15th. Files for the upcoming Emergency Communications Handbook were released to RSGB, who will be doing the production. Khrystyne Keane wrote and distributed the ARRL Letter and voiced Audio News for June 14, 2012. Lab Reported by Ed Hare, W1RFI Lab Exhibit Bob participated in a late evening teleconference with all members of the historical committee in preparation of the July meeting of the Board of Directors. Travel Bob Allison investigated kits that will be considered for the Kit Building Exhibit at Pacificon, this fall. Bob and Mike Gruber decided to try out the Hendrick's "Scout" regenerative receiver to see if will be a suitable kit for a beginner to build. Sales and Marketing Reported by Bob Inderbitzen, NQ1R During the week, the warehouse crew fulfilled 981 packages for publication and product orders, 603 membership signing premiums, plus QST mailing supplements. Over 400 orders were received during the weekend of June 9-10, boosted by a promotion focused on ARRL Field Day merchandise and a flat rate shipping special. A Father's Day themed emailing is being prepared for distribution this week. Integration of a phone system reporting application is in process, and should be completed within 1-2 months. Amy Hurtado is advancing the project which, upon completion, will be used by our larger call groups to efficiently monitor, manage, and route calls. The application includes many productivity tools and reporting features. Products for ARRL Volunteer Examiners have been added as a category to the ARRL Store: https://www.arrl.org/shop/Volunteer-Examiner-VE. The new merchandise line was introduced at Dayton (sold out!), and includes a new VE polo shirt, ID badge lanyard, zippered portfolio and more. An updated product line featuring the popular "When All Else Fails" slogan will be introduced by mid-summer. The items will include a t-shirt, pin, stickers and decals, large banner, bumper sticker, coffee mug, magnetic sign, and fridge magnet. Materials were readied and shipped for our exhibit at the big Amateur Radio convention in Friedrichshafen, Germany. This year's booth will include attention for the recently-introduced digital edition of QST, which we expect will be popular with international members and prospects. The event will be held June 22-24. The 2011 event drew 16,300 attendees. With Dayton behind us, we have turned our attention to some of the fine planning details for the 2012 ARRL National Convention at Pacificon, which will be held in Santa Clara, California, October 12-14. Staff representatives have been committed to the event team, and we will soon begin collecting event registrations from ARRL officials and other volunteers. Membership & Volunteer Programs Reported by Dave Patton, NN1N W1AW On Friday, June 8, Andrew Toth - one of the workers with XX Towers Inc. - was on hand to perform the spring antenna/tower inspections. In addition to performing the inspections on W1AW's and W1HQ's towers and antennas, Andrew also realigned the 6-meter yagi (it was slightly twisted on the mast), moved the station's anemometer on the Satellite tower up to a higher point to clear the station and installed the station's 80-meter cage antenna feed point assembly - the antenna itself still requires adjustment. Joe assisted Andrew Toth with the antennas and cage installation. He also installed a new Windows 7 - 64 bit PC in Studio One. This brings the total number of Windows 7 PCs used by visitors up to four. The other three PCs still run Windows XP. Field Organization/Public Service Team This summer, there will be two balloted Section Manager elections for the new terms of office that begin October 1. In Connecticut, incumbent SM Betsey Doane, K1EIC, and Charles Motes, K1DFS, are the two candidates. In Western New York, incumbent SM Steve Ryan, N2ITF, and John Mueller, K2BT, are the two candidates. Rene Fonesca, NP3O, will become the new Section Manager in Puerto Rico. Fonesca of Fajardo, submitted the only valid nominating petition by the June 8 deadline. Incumbent Roberto Jimenez, KP4AC, decided not to run for another term of office. The following incumbent ARRL Section Managers did not face opposition and were declared elected for their next terms of office beginning October 1, 2012. They are Richard H. Jackson, KSØJ (Minnesota); Lynn Nelson, WØND (North Dakota); Kevin O'Dell, NØIRW (Oklahoma); Edward Stuckey, AI7H (Idaho); Frank J. Piper, KI8GW (Ohio); Fred Kleber, K9VV (Virgin Islands) and David Fowler, K4DLF (Southern Florida). Leona Adams has been in touch with all of the above-noted Section Managers and Section Manager election candidates. Chuck Skolaut prepared the monthly ARRL Monitoring System report and forwarded it to the IARU Region 2 Coordinator. A radio amateur from Santa Barbara successfully completed the requirements to become an Official Observer this past week. We received and forwarded to Laura Smith (at the FCC) documentation about operation on a daily 2 meter net in California and asked for an opinion. We also received several more complaints about the operation on 14.313 MHz. An Orange section Official Observer followed up on a report of repeater interference by successfully using direction finding equipment to locate the source and getting it resolved.
