The precise details of this article don't fully align with the process we've adopted for our Legislative Action Program, but these are close enough to make it worthwhile reading by our people. The article as you may have noted from earlier notes to ODV is in February CQ. It begins on p. 44. It may fill in a bit of missing information for you.
