HI all, I thought you would like to see a message that went out to the Section Managers and hear the concerns of at least one section who has their own web-based system for reporting. I checked the new form on the website and it looks like HQ wants a copy of the annual EC report sent to HQ as well as to the DEC/SEC, but the monthly EC/DEC report sent only to the DEC or SEC as appropriate, so this SM doesn't fully understand the request. It seems like a lot to sort through but if they only have to look at the annual reports from counties in sections that do not submit reports, it may be manageable. The one area somewhat puzzling to me is that Mike Corey appears to be asking for monthly and annual reports directly from Emergency Coordinators with no review by District Emergency Coordinators or Section Managers. While I support transparency, it seems like the Field Organization structure is being messed with. (And wonder if HQ is capable of sifting through hundreds or thousands of EC reports on a monthly basis). The "New Reports" are now posted here: http://www.arrl.org/public-service-field-services-forms The previous Report Forms for EC's and SEC's (FSD-96 and FSD-212) have been removed from the HQ Website. Not complaining, but we will have to re-tool our [section]ARES website and database to accommodate the new format. Thank you! In 2015, reports were received from 48% of sections. In 2016, reports were received from 76%! In the past, no one could say how many ARES participants there were, how many events they participated in, or what was the actual dollar value this volunteer service, but as reporting has improved, we are getting a better idea. Another flaw was here at HQ; we need to report back to those who do the work. Last year we took the first steps in correcting this and released a basic snapshot of ARES numbers. Thanks to improved reporting and better processes here at HQ, we now have the very first ARES annual report (see attached). I won't go into great detail here about the content, but I will say that this report is useful not only to the field organization and ARRL HQ, but to our partners as well. In fact, it is our partners who are the target audience. This report provides information to them, in relatable language, on the value of ARES and our volunteerism. Second, our current report forms have a number of problems. Some of these problems will require further work, but there were some issues which could be addressed relatively quickly by staff. There are four key report forms used in the ARES program: Public Service Activity Report; EC/DEC Monthly Report; SEC Monthly Report; and EC Annual Report. We carefully considered the information being requested in these forms, the format in which the forms are available, and how and to whom the forms are sent. The new forms will be posted online on Friday February 17. Here are the key updates. - All forms are now in fillable PDF format. - All forms have been renumbered into a sequential numbering system i.e. ARES Form 1, ARES Form 2, etc. - For the Public Service Activity Report, SEC Monthly Report, and EC Annual Report there are now dedicated email addresses to send these to. The Public Service Activity Report is optionally sent. to HQ. Usually it goes to the EC, while the other two are regularly submitted to HQ. - All forms now include instructions. The layout, form followed by instructions, is similar to ICS forms. - The Public Service Activity Report now has space for additional information such as spectrum used and type of partner supported. - The EC Monthly Report will now auto-sum events and person hours. This is done automatically on the backend here at HQ for SEC monthly reports. - A new form has been created for use at HQ. This form provides a monthly snapshot of ARES program activity as well as HQ activity in support of partners and the field organization. A summary from this report will be published each month in the ARES E-Letter. To make use of the new forms follow these steps - - Save the form to your computer - When ready to create report, open the file and fill out all fields - Use "SAVE AS" to save the filled out form to your computer and rename it so you can find it later i.e. "JANUARY2017SEC" - Email the completed form as an attachment to the appropriate email address. This may be your local EC/DEC/SEC or a specific email address at ARRL HQ. Refer to the form instructions for HQ email address. - Next time you need to submit a form, go back to the original file and follow these steps. We know there is still much to do to improve reporting in the ARES program, this is the first step. We appreciate constructive feedback.
