This of course greatly increased the incoming emails and phone calls. We have tentatively scheduled the follow-up teleconference with the DoD for Thursday September 13, at which point we will try to resolve any remaining issues in this round of mitigation. We will also inquire whether additional requests for mitigation may be coming. Also during the week the Field Day database was finalized and work began on the Field Day 2007 write-up. In addition, I worked with MVP Department staff on several contest related items, including some corrections for web pages and plaques, as well as rules announcements for the November issue of QST and full rules for the web. With input from Chris Imlay and Paul Rinaldo, I have also begun work on the D-Star statement. Development Reported by Mary Hobart, K1MMH Preparations are underway for the 2008 Spectrum Defense campaign. Using the Target Analysis research nine separate mail segments have been identified and customized letters will be sent to each segment, including major donors, major prospects, prior donors, new members, recaptured members, and four files to members of varying longevity. Gift request amounts have been tailored to each group based on the Target data. The total campaign mailing to these files totals more than 115,000. A follow up letter will be mailed to prior donors - one of the most productive files. The 2008 Defense campaign will allow time for the Year-end campaign in late November. The new membership forms on the ARRL website continue to generate contributions, especially Spectrum Defense donations. August Defense revenues totaled $2,075, mostly as additions to the membership transaction form. The Diamond Club experienced another good month in August. Unrestricted gifts to the Diamond Club - driven by the Diamond Terrace project - totaled $34,787, bringing the FY 2007 revenue total to $272,794. It was my pleasure to join SM Malcolm Keown, W5XX, Delta division director Henry Leggette, WD4Q and Karl Bullock, WA5TMC to honor Martin Jue, K5FLU and his 35 years of service to the Amateur Radio community. Hundreds of Martin's fans and customers appeared in Starkville to enjoy tours and a barbeques on two very warm September days. Production/Editorial Reported by Joel Kleinman, N1BKE Khrystyne Keane wrote and prepared The ARRL Letter, Vol. 26, No. 36, for Friday, September 7. It was distributed to 66,000 members, an increase of 97 over the previous week. Khrystyne also voiced and produced the September 7 edition of ARRL Audio News, with voice-over assistance from Dennis Dura. Sales and Marketing Reported by Bob Inderbitzen, NQ1R Katie attended the United States Power Squadrons Governing Board meeting in Norfolk, Virginia last week. Together with Don Stark, N3HOW, they made a presentation titled, "Why I Want Amateur Radio Aboard My Boat." A few of the attendees were former hams and were not aware of the changes to the licensing structure. Many of them expressed interest in returning to ham radio. Following the USPS presentation, Katie traveled to Virginia Beach for the monthly VBARC club meeting. She spoke at the very well attended meeting of over 100 people. October QST has been mailed and will be in members hands in the next week. Amy reports that our customer service staff is busy entering memberships with watchful eyes on deadlines associated with Section and Division balloting. Requests for exhibit materials, recruitment brochures and other handouts are now fulfilled in much the same way publication orders are handled. Members can now place orders for these resource materials online, shipping and handling fees are charged automatically, and the transaction is emailed to our customer service processing team. The new process is more efficient--integrating inventory, ordering and fulfillment. Much credit goes to the Web Services team for their contribution to the new online architecture supporting this enhancement. The Fall/Winter ARRL Publications Catalog is being assembled. Sue Fagan, Diane Szlachetka and Jackie Cornell are leading the catalog through a major design revision. The catalog goes to press before the end of the month. In the 4-day week, the Warehouse crew processed 517 packages for orders processed during the period, 215 free book membership premiums, and one September QST mailing supplement. Business Services Reported by Deb Jahnke, K1DAJ We are proceeding with our advertising calls for November QST. We are also pleased to announce that another of our proposals has been accepted and Tokyo Hy-Power has decided to expand their advertising to two full pages per month through March 2008. All staff members are also making follow-up calls to procure donation items for the ARRL On-Line Auction. Membership & Volunteer Programs Reported by Dave Patton, NN1N QSL Branch There is no delay in opening mail and a 2 day delay in slotting of cards. This week, 101 pounds of cards were received from members. W1AW Joe created the texts for the October W1AW Qualifying Runs. He processed one Qualifying Run endorsement. He also worked the late afternoon/night shift on Tuesday for the vacationing Scott Gee. Joe also pulled old coaxial cables (in preparation of replacing them with new lines) and prepared a new bulkhead patch panel for the Harris racks. Scott worked on slow and fast code practice files for the middle part of the month of September. Field Organization/Public Service Team We are happy to announce that Leona Adams has passed her Technician Class license exam. Congratulations to Leona! Her call sign is KB1PKN. Section Manager petitions of nomination were due at HQ on Friday, September 7. We received a petition from these candidates: Jay Isbell, KA4KUN (Alabama); Ed Emco, W1KT (Western Massachusetts) and Michael Albers, KØFJ (Kansas). There will be a fall Section Manager election for Alaska, Kansas and Tennessee. Leona has also been working with the candidates to get their statements and photos into our ARRL HQ in a timely fashion. Chuck Skolaut compiled and forwarded the monthly ARRL Monitoring System/Intruder Watch report to the IARU Region 2 coordinator. Work was completed on updating previous documentation concerning a case in Arizona and was forwarded to the FCC. Commercial use of 2 meters was reported in New Jersey and is being investigated by Official Observers. A report of a boot-legged call was received from a ham in Alaska. Riley Hollingsworth, from the FCC, earlier expressed appreciation over few complaints of interference to the Hurricane Watch Net operation on 14.325 MHz during Hurricane Dean. The manager of the HWN said they enjoyed excellent cooperation from most hams during Hurricane Felix which, he believed, was largely due to the League getting the word out (even on a holiday weekend!) about their operations. There will always be those few that attempt to disrupt us, but we just ignore them and deny them the recognition they want; soon they drift off to harass someone else. We really appreciate the continued support. HQ was asked to forward a Programs and Services Committee questionnaire to Section Managers about the Section Governance Study. Education Services Reported by Debra Johnson, K1DMJ Jennie Davis registered students and completed mentor assignments for 98 students in the three levels of emergency communications courses, 20 students in technical enrichment courses and 44 students in the Technician licensing course for sessions starting in September. She also mailed out mentor stipend checks for the May-July period. Rose-Anne Lawrence is researching resource materials to put on a resource page for instructors/clubs who want to do outreach with kids. This is in keeping with our effort to better align resources to our audience needs rather than to provide resources based on organizational structure. Rose-Anne also continues to answer mounting instructor resource requests for instruction materials. I've been working with the script writer to make further progress on the development of the Technician video course script. Education & Technology Program Mark Spencer reports that he has received two grant applications for the November round of grants. He completed a prototype for a new BOE-BOT instructor's board. Numerous requests for instructional materials on CD ROM from volunteer instructors were serviced, in response to requests stimulated from the Huntsville convention. Mark gave a presentation for the Communications Merit Badge for some scouts in Nevada, the culminating activity was a demonstration of ham satellite operations with an HT and Arrow in the parking lot. ARISS Rosalie White reports that astronaut Sunita Williams, KD5PLB, gave ham radio some good PR during the various official NASA debriefings in which she described the beneficial educational outcomes of the ARISS QSOs. Reporters from 3 TV stations, 3 newspapers and 1 broadcast radio station touted ham radio in their stories about the Ashland-Greenwood (NE) High School ARISS QSO with Astronaut Clay Anderson, KD5PLA. The QSO was initiated by ARRL SM Matt Anderson. Volunteer hams at Microchip are assisting a high school student who has submitted a draft proposal for a student experiment for SuitSat-2. One or two student experiments will be tested on SuitSat-2 for their feasibility as future educational activities from space.
