1. BPL - You will recall in March when Chris and I met with Julius Knapp and his associates from the FCC's Office of Engineering & Technology that we told them if they did not have any news as to when the FCC would act of the Courts remand we would have no alternative but to file a FOI request for the redacted material and if necessary file a Writ of Mandamus with the Court asking them to compel the FCC to to what the Court had ordered in April, 2008. You will also recall we got zip from Julie & Co., so Chris was instructed to file the FOI, which on the deadline for reply we received the information that clearly showed the FCC ignored its own engineering data that supported our data about the interference potential of BPL. Since that time, there has been no action whatsoever by the FCC so this morning Dave and I instructed Chris to draft a mandamus that will be sent to the EC for review and filing. Enough is enough and it is time for them to answer the Court. 2. Washington Beltway Luncheon - Each year, as a minimum, we have held a Washington Beltway Luncheon for radio amateurs who work inside the Beltway with government and associated groups to brief them on ARRL's work. A number of these hams not only provide valuable assistance and information throughout the year for our advocacy effort but some represent their employer or a government agency at various meetings that may have an impact on the amateur radio service. This year our luncheon will be held on July 9 and our friends at the National Association of Broadcasters in Washington have graciously agreed to provide the facility once again. This luncheon will also give us an opportunity to officially introduce Technical Relations Manager Brennan Price, N4QX. 3. The 2009 Second Meeting is just around the corner. Remember we will be dedicating the second day to strategic planning with the session facilitated by Bud Couch, who many of you know from previous sessions. Also, please remember if you are responsible for a report you should have those submitted no later than Sunday, July 12. I appreciate your cooperation in the past and comments from most of you have indicated you were pleased to be able to have an opportunity to review the reports prior to the meeting. 4. As previously noted on Thursday evening we will have a formal presentation from General Counsel Imlay on Commercialization of Amateur Radio and you should consider adopting a policy stating regarding such at the meeting. This will be a brief presentation and there will be time, as always, to discuss anything further you may desire. 73 Joel W5ZN
