This, of course, is a problem we inadvertently inflicted on ourselves. It occasionally happens that people of good will approach a situation (interpretation of the RC letter in this case) with great hope and are lead astray by their own hope. There is a substantial difference, actually several, between what is on the mybackgroundcheck.com web site for ARC partner organizations and what ARC told Joel they were going to use.
