[arrl-odv:15776] RE: [arrl-odv:15775] Report of the General Counsel to the Board of Directors -- Document 13

A small correction to Chris's report. At the top of page 9 he says that the market penetration of BPL as a broadband access mechanism "is about 1%." Actually that overstates it by a factor of more than 100. It's less than 0.01%. Attached is my report to the Board in advance of the upcoming meeting. Please keep this confidential, as it contains some sensitive tactical and strategic information that would be highly damaging if publicly disclosed. This report references two short powerpoint presentations that I would like to deliver at the Board meeting, with the Board's indulgence. One deals with D-Star and whether or not it is a repeater system, a topic of some significant debate in the field and at FCC. The other deals with the legalities of Winlink operation, about which FCC would like the Board's views. Paul Rinaldo and I have worked on the D-Star matter, and Dan Henderson, Steve Ford and I have addressed the Winlink matter. There will not be an opportunity to do these presentations if the attached report remains on the consent agenda. 73, Chris W3KD _____ AOL now offers free email to everyone.
