Maybe I'm the only on on ODV that didn't know about this before, but I saw this in the ARRL Bulletin released today. The embedded link doesn't work, but it appears Rappaport is contending that compression IS indeed a form of encryption..... 73; Mike W7VO

It looks like the FCC site might be having a problem, as opposed to a bad link. While I wasn’t aware of this filing beforehand, I’m not surprised. Sigh. Here we go again.

It’s easy to attack personalities rather than objectively look at facts. All that Ted Rappaport is asking for is that the FCC should clarify whether or not compression with ARQ violates the rule of sending messages intended to obscure their meaning. It is a valid question to ask, and if the facts do bear themselves out then WinLink/Pactor and other ARQ modes/systems have nothing to worry about. But what should be concerning is when ARSFI has touted privacy as a feature (in documents and presentations to potential users of the system) they may have demonstrated intent to obscure. BTW there is software to decode but have we seen test results from over the air decoding? I’ve tried without success so far. At the risk of getting involved with a serious technical/political question that appears to have taken on an entirely new dimension; it is worth noting that since 2003 the International Telecommunications Union (ITU has determined compression is not encryption. In part of the discussion leading to that decision it was noted that if there is a legitimate and beneficial technical reason for for compression, compression alone does not amount to obscuring the meaning of a message.
