You are right to point out that the cost would likely keep the ARRL from doing this. However, in my division a lot of clubs have vans similar to this that they use for emergencies. With a little urging, I would bet we could put something together, nearly as neat, with volunteer help, that could fill both rolls. I just think it is a neat idea which would feed the Big Project.
