[arrl-odv:24345] Section Managers-mailing privileges

To all, I have a question regarding the SM/ODV privileges in regards to bulk mailings. Directors have the ability to send e-mail to their divisions, individual sections within their divisions and congressional districts within their division. My understanding is that SM's can only send e-mails to their section, as a whole. Now that the ARRL has become more politically active, is there any reason why SM's should not have the ability (privilege) to target individual congressional districts within their section via ARRL e-mailings?
