Regulatory Information Working with Jay Bellows and Chris Imlay, two articles for QST were finalized and submitted for the May QST. One is recruiting new Volunteer Counsels and Volunteer Consulting Engineers. The second is simple introduction to the differences between PRB-1 and CC&R issues that points people to some of t he available relevant information from ARRL. A clean, up-to-date copy of Part 97 will be finalized in the upcoming week for Production so they can work on their new publication of the Part 97 Rules which is planned. We continue to keep track on various cell phone and PRB-1 bills in various state legislatures. We also are aware of a BPL bill working its way through the Arkansas state legislature. We continue to monitor the excise tax bill previously reported from Washington State. It has been approved out of committee and is working its way to the full legislature. Also the Washington state Senate adopted and reported out to the House their cell phone legislation which does include language exempting amateur radio. Each week we receive around a dozen inquiries ask for information on reciprocal operating arrangements to various countries. Queries still are coming on sporadically regarding the recently changed operating privileges and frequencies. Media & Public elations Work on the 2006 annual report continues. Contacts made with divisional level executives at Comcast have resulted in their promise to play our video PSAs on cable franchises from NJ to GA and west to KY. Media Hits and Contact! done for the month. Development For the first two months of 2007 the number of Diamond Club donors grew by 4.5% over the same period in 2006 and net revenues grew 34%. Other two-month stats show the number of new Diamond Club donors increase from 141 in 2006 to 155 in 2007, with an increase in the average contribution of $108 in 2007 vs. $89 in 2006. Total net revenue increase from $36,790 in 2006 to $49,274 in 2007 for the same period. The number of members upgrading to Diamond Club has increased by 30% and renewal response has been stronger than 2006 as well. March response has been strong, especially with interest in the Diamond Terrace benefit for Diamond Club members. The 2007 Education & Technology campaign is in production with an expected mail date of April 16, 2007. Letters have been mailed to the 57 Diamond Club members who contributed $250 or more from November through January, providing them with the option to request a brick for the Diamond Terrace. Larry Wolfgang presented his Top 10 Favorite Hints & Kinks talk to the Franklin County Amateur Radio Club, Greenfield, Massachusetts Mar 12. Sales and Marketing Congratulations to Zoe Belliveau and Cathy Stepina who were recognized for their telephone-based membership recruitment efforts for the past three months. The entire team has been responsible for signing 878 new or early renewed memberships. Congratulations everyone! We mailed 20,000 issues of the March QST to non-member Technician class licensees. Just this past week, weve started to see memberships arrive, generally doubling in numbers every day. The January mailing to General, Advanced and Extras has seen a 1.9% response to date with 961 memberships, a slightly lower response rate than projected. The warehouse crew processed 929 packages of fulfillment orders during the week. In addition, 422 free books were processed along with QST supplements. We took receipt of the 2007 Field Day Outdoor Kit along with some other third party titles and the new second edition of the ARRL RFI Book. Warehouse Supervisor Steve Capodicasa and the Seibel Integration team met with representatives from FedEx to investigate ways to streamline our shipping processes and provide customers with real time tracking numbers. The main data pull for the April QST will be on Friday, March 16. Postal Representatives stopped in last week to introduce a new Business Service Representative. Because of the volume of mail we produce, the USPS considers us a very important client. The representatives will work with us to determine the best rates, issues in clearing mail and relaying information. Business Services Advertising insertions for May 2007 QST are well underway as are solicitations for the General Class License Manual. Staff is also working on the Dayton Expo Passport. In addition to another gatefold (4-page this time) we will also have a new full-page, 4-color advertisement on page 25, adding another full page prime advertising spot to QST. Our new client taking this space was persuaded into a 7 month run by the offer of advertising design assistance. I am currently in the process of analyzing the Affiliated Club scores for the November SS. As they stand now, the top scores in all three club categories are very close. Marc Francos EME Contest results column is now available on the web in PDF format with the line scores added to the end of the file. Since the QST and web versions are virtually identical, the EME results column will only appear in PDF format on the web this year. The DX-Phone contest, held over the weekend of March 3-4, has already generated 2,334 emails. This week, 105 pounds of cards were received from members. W1AW Joe printed and mailed all the 2006 FMT certificates to participants. He also began preparing another PC for eventual use within the station. Scott worked on slow and fast code practice files for the middle part of the month of March. He assisted the DXCC department with editing some DXCC applications. Scott also handled some evening phone sales calls in the daily 5 PM to 8 PM time slots. Field Organization/Public Service Team As the March 9 receipt deadline approached for nominating petitions for new Section Manager terms that start in July, we received petitions from three incumbent Section Managers. Utah SM Mel Parkes, NM7P, Rhode Island SM Bob Beaudet, W1YRC, and New Hampshire SM Sterling Eanes, AK1K, have been nominated. Russ Santos, K1TSV, has also been nominated to in New Hampshire, so there will be one election this spring. The South American PUN beacon continues to be observed on several ham frequencies and more data is being collected. An informational bulletin was sent to all OOs, OOCs, and Section Managers regarding the recent rules changes. A new report of the dashes first heard some time ago on 14.318 MHz was reported by the Minnesota Section Manager and was forwarded on. Earlier reports of this originated in Ohio with the source being health-type equipment used to treat various medical conditions. A number of unlicensed truck drivers were heard using the upper end of 10 meters in Arizona. A local OO is investigating since this seems to be an on-going event. Interference to several 75 meter nets in Canada is also being checked out. Editorial work is underway for May QST Public Service column, and Field Organization leaders and participants have been compiling and reporting their February activities. ARISS PR: Rosalie is assisting Space Adventures (the company who puts Space Civilians on the ISS) with a news release about Charles Simonyis Amateur Radio efforts for early April. Virginia Run (VA) Elementary Schools 800 students had their ARISS QSO covered by 2 newspapers and the NBC TV affiliate, with a well-liked meteorologist featuring the QSO on the evening news. The Fairfax schools cable channel will run the QSO every day, twice daily, April 9 - 29. For ARRL Members: Rosalie researched who might be a good ARISS speaker for Huntsville. She took part in a special telecon with Johnson Space Center Education Office on publicizing SuitSat-2, and on legal issues regarding NASA publicizing non-NASA Web sites (our ARISS pages). ARISS Updates: Rosalie composed a document on future SuitSat-2 educational activities, which will be sent with an engineering document to Russia for getting final approval for SuitSat-2. ARISS Effect on Students: An Illinois 3rd grader learned not to be nervous when she asked her ARISS question. She said: "I'm just realizing that I'll be doing this in front of 600 people -- the whole school -- and it's really important to do it right." Mission Viejo High School (CA), a model United Nations School, used their ARISS QSO to help teach a module on negotiation, communication and conflict resolution with others around the world. International Aspects: The ARISS Canadian delegate wrote: I volunteer as an ARISS Mentor because I believe we are inspiring youth to live their dreams and understand their potential. As a mentor I have the opportunity to work with many special people on our team, plus the school staffs, the schools local hams...people I never spoke to, but they put so much personal effort into the QSOs. Other: Rosalie participated in a Skywarn drill coordinated by her local radio club, whose efforts were described in the Herald-Times newspaper. Amateur Radio Education & Technology ProgramMark Spencer There are currently 40 teachers signed up for the teachers institute (8 more slots available). The July 30 section at HQ is the only one filled at this time. I authored and submitted an education related article on studying satellite signal fading to the AMSAT Journal. This article was stimulated in part by a request for information and assistance from an overseas university. There has been an up-tick in requests for information on the Sat688 rotor control interface in response to a recent published article on the project. FarCircuits has picked up producing boards and programmed PICs for this project since my stash of boards has been exhausted so I have been referring requesters to FarCircuits. I am returning checks to those that preemptively mailed orders. There has also been an increase in requests for assistance on the interface from Regional AMSAT teams. There has been a surge in requests for information on the Basic Electronics PPT posted on the web page. I am not sure why there is increased interest in this resource but I suspect it is due to the surge in interest in the General Class license. I conducted a telephone interview with a Doctoral candidate who is exploring ham radio in the classroom thesis ideas. I am also working with a university engineering student on his Senior Project. Volunteer Examiner Coordinator Busy, Busy, Busy! The VEC received via mail nearly 450 test sessions the week of Feb 26 to March 2. We received an additional 280 sessions the week of March 5 to March 9. Usually we receive and process about 450 sessions a month (112 sessions a week)! Although we are extremely busy, we have been able to process and key most of the test sessions rather quickly. The majority of our VE Teams are following our instructions and are returning the sessions in good order with all the needed forms. With close to 800 test sessions registered for March and over 600 registered for April, it doesn't look like our activity levels will be slowing down any time soon. Exam Fee Revenue has also been brisk! We average $1,200 to $1,400 per day normally.
