On March 20, Dave forwarded to you the Terms of Reference for the ARRL MF/HF Band Planning Committee as adopted by the EC. I haven't seen any comments so I am proceeding with appointment of the committee. This process will take some time and will progress through various stages or phases. Please keep in mind a couple of important points. The initial committee will begin work on what I term as Phase 1, review of existing band plans and structuring how to proceed in accordance with the terms of reference we have in place. At some point, input will be actively solicited from the amateur community (members and non-members alike). It is also envisioned that at some point the committee membership may be expanded to include others, possibly from outside the board/staff family, in order to properly address all of the "neighborhood" concerns that may arise.
