Joel has asked me to share the most recent letter he has sent to the Red Cross in the course of our negotiating a new MOU to replace the one that has expired. The approach was agreed by the Executive Committee and put into draft form, by Chris Imlay, with the draft subjected to additional review and revision by the EC. Once a response from the Red Cross has been received the EC may be ready to submit a recommendation to the Board.
