Can someone satisfy my curiosity? My understanding of Federal practice in making changes to official documents (whether governmental or civilian) is to cross them out so that the changed material is still legible (and this was done) and for the person who made the change to initial and date the change. My question is: "Is the three-character set the initials or a staffer (WFC?) or is this a code for the staffer (W7C)? The question, of course, revolves around the "7" or "F." Which one? Curious.
