Greetings. The attached was ghost-written by Mr. Sumner and was delivered to FCC today. It deals both with the inadequacies of the UTC BPL database, and more importantly with the failure of the Manassas BPL operator to comply with its really clear and objective obligations in connection with the "public" database.
