Grassroots Solicitation

Dave Sumner and John Chwat have communicated with Mr. Schaier over the past few weeks and it has become clear that he does not want to work within our establish grassroots framework or in accordance with our plan that Chwat & Company is currently working based on our legislative agenda, and instead has embarked on a mission to promote his own initiative for ARRL.
Mr. Schaier has good intentions but he clearly is not in any position to be dictating our current focus and is causing problems for Chwat & Company as well as for me.
How you handle Mr. Schaier's communication is up to you, but I caution you about creating a dialogue with a member outside your division and by all means any communication you have with Mr. Schaier must be copied and coordinated with Frank Fallon.
I can assure you we are not asleep at the wheel in Washington. Dave and I have had two recent discussions specifically about the timing for our grassroots effort for HR 462 and we are in daily communication with Chwat & Company. We are progressing with the legislative agenda that you approved in January.
We cannot, however, have an individual member dictate our plan and objectives.
