BOARD CONFIDENTIAL --- DO NOT DISCUSS OUTSIDE OF THE ARRL ODV Good Evening - - I am happy to announce that ARRL has reached an agreement in principal with CAI. The agreement is dependent upon the receipt of a letter from CAI which announces their full support of the amended H.R. 1301 legislation (see attached). The letter will actively endorse the text and urge that it be substituted for the current text of H.R. 1301 in the form of the Substitute Amendment, urge that the Bill be marked up in the Energy and Commerce Committee, and that it be considered for passage on suspension if possible. The letter will also be used to inform Senator Nelson that CAI now supports the legislation and a similar request for passage of the Bill is expected. When this communication is made, and is satisfactory to the parties concerned, the bill will move forward. I hope to have a copy of the CAI letter to you as soon as it is transmitted to us from the Congressional staff negotiating the agreement. All, After watching this drama unfold and at times it looked as though we were dead in the water; however now I am optimistic more so than ever now about this becoming a reality. Mike, you , Chris and the rest of the team have done a great service with this effort and I pray for continued success. Doug we are still waiting for word on that from Redl, Baggett and Anna Eshoo's guy. Redl sent the Office of Legislative Counsel final language for the Substitute Amendment and asked ARRL and CAI for letters confirming the two organizations' support for the Substitute Amendment. We sent ours in already. Today is the day when Redl called for them. As soon as they are in hand we will be informed.
