The idea of the summary is a good one. State legislatures use the same concept for ballot questions, however it has been abused somewhat. What I wrote was that the Director’s Summary is not confidential. But I’m open to the opinions of others as to whether the “Estimate of Costs” should be confidential. What do you think? Re: “What illness is this motion designed to cure?” Overnight I concluded that there are issues with the “Director’s Summary” that also need to be addressed. Specifically, how do we (the League) prevent the Director’s Summary from being a one-sided exposition of the need for the Motion? Or, more accurately, the need for changes to whatever we’re currently doing that the Motion claims to improve or cure? There are at least two sides to every story or proposed Board action. How do we prevent a potentially unwarranted flood of only pro-Motion comments from the membership if the only comments accompanying the Motion are those of its sponsor(s)? It seems to me that in the absence of a Supreme Arbiter capable of assuring a neutral Summary, a brief “Director’s Summary” coupled with no feedback mechanism (return e-mail, counting of “Like”s, etc.) might be the simplest implementation for now. Unless the Motion is a strawman, the sponsoring Director is obviously in favor of the Motion; but just as obviously, if there were no countervailing opinions, we wouldn’t need a Board of Directors. Fred, first, thanks for the extra minutes last night on the phone after we "timed out" ZOOM :) Would this apply to ALL motions, or select motions, and who decides which? Example.. The motion thanking staff for outstanding work during the pandemic. Would we publish that? If so, staff would know, and some of the emotion from the "surprise" come Monday morning would be lost. Feel good motions that come up occasionally from the Directors, intended to be a surprise should still be a surprise. Example.. A motion to make someone an honorary official should be dropped at the last minute in my opinion with no advanced notice other than the motion makers and other BOD members "on the sly" ?? Good catch. The Director’s Summary could say: This motion thanks an ARRL member of staff or volunteer for his or her service. We could add such a phrase (I’d be open to other wording) to the standing order and still retain the surprise.
