Bud, You are correct in that this is a better statement, however, it is still specifically addressing (in part) “amateur licensees” as opposed to those who are not licensees and use radio transmitting equipment. "Specifically, the Bureau reminds amateur licensees that they are prohibited ………..” Only in the following statement do they possibly address the general public (non-licensed persons”: "Individuals using radios in the Amateur or Personal Radio Services in this manner may be subject to severe penalties,…….” The document still does not specifically address the criminal use of radio transmitting equipment by persons who are not licensed to do so. 73, Dave, K2DP ARRL Midwest Division Vice Director
