As Tom has already reported, the FCC has released an NPRM on what we have called "Restructuring II" but that stops well short of the restructuring we had envisioned and argued for. Essentially all that is being proposed is the dropping of the Morse code element from all three exams. I have given Rick Lindquist a quote for the Web story to the effect that we're disappointed that the FCC has not seized the opportunity to give Amateur Radio the restructured license system it needs for the 21st Century -- that what the FCC is proposing is simple, but simplest is seldom best -- and that the ARRL will have a coordinated set of comments once the Board has had an opportunity to study the Commission's rationale.
