Before WARC-79 we tried to counter the power grid susceptibility argument by saying, gosh, if that's all a terrorist needs to do in order to bring down the power grid, we've done you a big favor by pointing out the problem and giving you a chance to fix it. They were not amused. And 25 years later, apparently they haven't fixed it.
