While looking for something else I came across the attached filing by Charles A. Pennell, KE6AFE, in last year's FCC GN Docket No. 12-91. He states the case for dropping the symbol rate restriction rather succinctly although his "No issues could arise" claim isn't correct since, as discussed at the Board meeting, there would then be no limit on HF data emission bandwidth.
