An earthquake occurred at 23:07 (JST) on February 13, 2021. Fortunately, it did not require emergency communication. We are providing this information for future reference.
Outline of the earthquake Magnitude: 7.3 on the Richter scale Seismic intensity: Upper 6 on the Japanese scale Roads Expressways are partially closed due to landslides. Railroads The Tohoku Shinkansen bullet train and some local trains were suspended. Power outages Large-scale power outages occurred in the Tohoku and Kanto areas, but these were restored in sequence.
The situation of amateur radio 1) Command JARL was not active at all.
2) operations Some clubs held temporary roll calls. Some volunteers watched each band (mostly 3.5MHz, some 144/430MHz). On 3.5 MHz, there was a chat from a neighboring country, and the emergency communication frequency proposed by JARL received interference. Some volunteers were watching D-star and Wires-X. Some D-star repeaters stopped working.
3) Planning Information sharing was mainly done via twitter.
4) Logistics/Finance/Administration There were no activities that required logistics.
Lessons learned a) Power supply There is a very high possibility that commercial power will be lost due to the earthquake. A backup power source such as a generator or batteries must be prepared and ready for immediate use.
b) Repeater Repeater systems will be damaged in an earthquake. It is necessary to have a system that can be restored immediately on the assumption that it will be damaged. In the worst case scenario, it should be assumed that activities will be conducted without using the repeater. It will be difficult to use D-star/WIres-X and communicate remotely via VoIP. It is necessary to use it as a repeater or switch to simplex communication.
c) Organization In order to carry out effective activities, it is essential to have an organization that commands and controls radio amateurs, and collects and consolidates information. Since HF propagates over long distances, PR to neighboring countries is necessary.
