[arrl-odv:26995] Re: arrl-odv:26985] Final Minutes ARRL Annual Meeting, January 2018 - This Is A Premature Circulation of A "Final" Draft

Rick I too am leaving for a meeting I am unable to miss. The Members already know what happened at the meeting; their information is remarkably accurate. The minutes are not going to tell them anything they don't already know, or think they know. The majority of the criticism from the Members is not that the Board minutes have not been timely, but rather that the minutes have concealed more than they disclosed. My concern, with all the allegations of secrecy and collusion, without regard to any claim of merit to same, is that we do not provide fodder for those allegations by publishing minutes that are at odds with the very accurate information on the street. The minutes should reflect fully, in accordance with League Bylaws and Robert's Rules, what occurred. Dan's draft is just that, a draft. I will defend Dan against any allegation he intentionally omitted any matter, but with respect, Dan's draft is in my opinion incomplete. My suggestions may be found to be without merit, but they are worthy of consideration. I will submit them over the weekend after I have confirmed my memory of events with my notes and with others. This Board may then decide whether to make any changes. Travel safe. _______________________________________ John Robert Stratton N5AUS Vice Director Legislative Director West Gulf Division Office:512-445-6262 Cell:512-426-2028 P.O. We have been criticized for not getting the minutes out in a more timely fashion. The Board directed Staff to get them out as soon as possible. We've all been very busy but we've had two days to comment. We are not looking a for a rewrite. We need to get the minutes out before the weekend if possible. John, can you get on the phone with Barry and Dan this afternoon and go over your edits? We need to move. Some have already voted.

Fair question.
Answer: no later than Sunday, as unlike you rich Minnesota lawyers some of us are still playing catch-up after the Board Meeting. My changes need to be confirmed by others and the suggested corrections will be done.
Thanks for the courtesy of the inquiry.

I wrote you on the 24th to advise there were additions needed.
Two days later, you have issued "Final Minutes" without waiting for those additions. I assume that is an oversight due to the crush of business.
Respectfully, please withdraw these "Minutes" until the requested changes have been circulated and discussed.

Thank you for what I am certain was very tedious work to produce the first draft of the Minutes.
However, with respect, this draft contains errors and omissions. Requested corrections will be forwarded.
Again, thanks for the time and effort.

Attached please find the current working draft of the minutes for the 2018 ARRL Annual Board meeting, just held in Hartford. This is not the final document for Board approval.
If you have suggested edits, please email them to me directly for consideration. If you would use a protocol along the lines in your email of:
Change Minute 100 line 5 from “The cat is green” to “The cat is forest green”. Please send me only suggested changes in a stand along email instead of a “mark-up” Word document. It makes it easier to consider at this end.
If you believe something substantive is wrong, please contact me directly so I can look into it with the President.
Please get me anything as quickly as possible. That will allow me to turn the final draft around to you for consideration and approval in short order.

"The Members already know what happened at the meeting; their information is remarkably accurate. The minutes are not going to tell them anything they don't already know, or think they know." John, I have no idea what this means or how you can make such a sweeping statement, much less the source of your information, but it raises an increasing concern I have: without any doubt at all, the best way and the most appropriate way for the organization to convey a message to the membership is through the staff public information professional that we retain precisely for the purpose of dissemination of the organization's message. Some of the crazies that are disseminating information about the outcome of the Board meeting is anything but accurate. It is worrisome that their sources inevitably include Board meeting attendees. And it certainly is not in the best interests of the organization to allow that to proliferate or to feed the beast. This has nothing to do with the accuracy of the minutes, but it has everything to do with the credibility of the organization, and I am not just being pedantic here; I will be sending around a memo in the next couple of days with respect to stated, substantial concerns by FCC staff that ARRL has lost credibility with the agency as the result of the Marty Woll etc. mischaracterizations and attacks. That is a problem that hurts not just ARRL but ARRL members directly and substantially, and for the matter of that, all radio amateurs. Anyone who thinks that it is a good idea to unilaterally send information out about board actions prior to the time that our professional communications staff does so is hurting ARRL and its members.
