Chris, even if the award isn't a feel-good thing, it must go to the very poorest performing agency. I'm not certain what colloquialism our illustrious Vice President would come up with to exemplify the situation, but even if only one additional clerk learned how to load a desk stapler correctly this would probably represent a huge percent in overall performance.
