While looking through the ARRL Standing Orders, I noticed Standing Order 63, which says:
"Insofar as possible, the President and Executive Vice President of the ARRL shall endeavor to maximize the utilization of qualified volunteer services in conduct of League affairs, such volunteers to include the Officers, Board of Directors and members of the ARRL."
I cannot say that I've noticed any "maximizing," particularly with respect to members. Is this order still in effect?
Is the intent of this that the President and Executive Vice President alone are responsible for implementation, or is it expected that other paid staff are expected to assist with implementation? Has this order been passed along to others on staff? Is there any expectation that the staff include details of their maximizing and/or utilization in their annual reports to the Board?
