[ARRL-ODV:11016] Bandwidth petition

During and after this month's Board meeting, Chris, Paul, and I have spent quite a bit of time bringing the "bandwidth petition" as close to perfection as we are capable of doing. Our final draft is attached. Chris did his last work on it last Friday before going on vacation, so the edits that have occurred since that time are Paul's and my responsibility. Any oversights are mine; I have been over this document about a dozen times in the past few days and finally am at the point where I can read it without spotting anything amiss. If you compare this draft to the one you saw last January (Document 41 of the January Board meeting) or the one circulated to the Executive Committee in March, you will see that the current draft is somewhat shorter. We decided that it was not necessary to introduce any new definitions, which made the document a bit simpler. There are two changes that I think should be called to your attention. First, in January Paul and Chris asked if phone emissions should be prohibited in the 14.100-14.150 MHz segment that is proposed for 3-kHz bandwidth. The fear is that if phone is permitted, it will amount to a de facto expansion of the analog phone bands and we will not achieve the objective of encouraging the development of HF digital modes. While it was not mentioned in January, the same principle applies in the bands 3.65-3.725, 7.100-7.125, and 21.150-21.200 MHz, so the current draft also prohibits phone in these segments. Second, in January 222-225 MHz was proposed to have a 100-kHz bandwidth limitation. The current draft eliminates bandwidth limitations in this band, as in the case of the bands above 420 MHz.
