Regulatory Information A very exciting and busy week With the effective date of 05-235 looming on Thursday there were numerous calls and emails asking for a wide range of information handled during the week (over 200 emails and over 100 phone calls.) The updated Part 97 Rules and the new frequency allocation charts were added to the website at 12:01 AM Friday morning (thanks Jon Bloom and Dave Pingree). It appears that the cell phone legislation in Oregon state is being be tabled in favor of a distracted driving bill. A bill in the Arizona House of Representatives which adopted PRB-1 provisions state wide and also extended them to cover HOAs was voted out of committee by a 15-1 vote and is moving towards the full AZ House. We also worked with ARRL Counsel on an antenna case in Oregon. During the week of February 26 we will be working on an article for QST soliciting new applicants for the Volunteer Counsel and Volunteer Consulting Engineer programs as well as preparing an up-to-date in synch copy of Part 97 for the new booklet being prepared for sale. Media & Public Relations The 30 Day Blitz had the goal of passing the word of the code change to as many non-hams as possible in 30 days. It has gone well with many articles and radio spots and even some TV spots. Ive done over a dozen interviews with reporters and comments from ARRL HQ have shown up in newspapers around the country. Comments from HQ also showed up in many radio stories and there are more radio interviews still scheduled for the coming week one Wednesday on WDRC. At 8:30 Chronicle, a TV piece done by Channel 5 in Boston, used our comments as the climax of their œ hour show on radio. While many PIOs were active around the country, Bill Morine, N2COP, was outstanding in NC region. Except for the PSAs, the materials posted on the HYPERLINK "http://www.arrl.org/pio" \o "http://www.arrl.org/pio" www.arrl.org/pio page for this drive will soon be removed and the page returned to promotion of the emergency communications theme. The audio PSAs will remain as they are still being requested. Department reports to be included in the 2006 Annual Report are requested by the end of this month. I will hold an EmComm Level 1 class for staff on March 23. Production/Editorial Rick Lindquist reports The ARRL Letter, Vol. 26, No. 08, distributed to 64,345 members on Feb 23. Rick prepared/edited news stories on the W1AW HF Open House and the elimination of the Morse requirement; the Conference Preparatory Meeting (CPM-07) under way in Geneva in advance of WRC-07 this fall; FCC rulings in three vanity call sign cases; ARRL seeks input on new HF digi protocol, SM elections, Debra Johnson named ARRL Education Services Manager, advertising sales opening at ARRL HQ, ARRL decision re Spanish language question pools petition, plus several news briefs and announcements. With voiceover assistance from Khrystyne Keane, Rick voiced, edited and produced ARRL Audio News for Feb 23. The list of repeaters, stations and other outlets airing all or part of ARRL Audio News now stands at 231. Sales and Marketing There were peak levels of membership renewals and product ordering this weekgood indicators of a generally positive climate following the Feb 23 rule changes. The mailing data for the April issue of QST has been pulled. Recent membership increases have resulted in our increasing the print quantity of QST. The warehouse crew processed over 1,400 packages during these last two weeks. Planning for Dayton Hamvention and the ARRL National Convention (Huntsville) is in full-swing. Were finalizing ARRL forums for the Hamvention forum slate. Registrations for the March online Technician License Course closed with 51 students--another month of exceptional enrollment. These 51 students are all prospective hams and new ARRL members. The W1AW HF Open House showcased "real-time" Blog and Videos managed by Katie, W1KRB. The feedback from amateurs around the country has been extremely positive. To date, the videos have been viewed 2,300 times. While on-site during the weekend activities, quite a few folks renewed or created new memberships with ARRL. In addition to the event, Steve Ford and Hugh Brower also operated in the North American RTTY QSO Party. They made 130 RTTY QSOs on 80, 40 and 20 meters for a claimed score of 7,410. VE test/upgrade sessions took place at W1AW on Saturday and Sunday. A few of the new upgrades also took the opportunity to operate the station. Very early Friday morning (just after 12 AM) a few hams who had either taken exams or did paper upgrades at HQ also operated the station for awhile. Special thanks to Bob Allison, WB1GCM (who volunteers for tour guide and other duties within ARRL) for his helping Joe Carcia with improvements to the audio/visual equipment used for making the videos placed on the web blog for this event. And, thanks also to Katie Breen for her keeping all the staff/visitors at W1AW well-fed and hydrated during the open house (in addition to her making quite a number of contacts)! Joe worked the early afternoon/night shifts on Wednesday through Friday for the vacationing Scott Gee. He finished processing the results for the 2006 FMT and sent them up for placement on the W1AW FMT web site. He created the texts for the March W1AW Qualifying Runs and updated the W1AW and West Coast QR schedules on the web. He also handled evening phone sales calls in the daily 5 PM to 8 PM time slots. Field Organization/Public Service Team Team members Leona Adams, Chuck Skolaut and Steve Ewald headed up the efforts at HQ to count the Section Manager election ballots for Kentucky and North Texas. Jim Brooks, KY4Z, of Coxs Creek, Kentucky, will start his first term as SM on April 1, and North Texas SM Tom Blackwell, N5GAR, was re-elected to his second term of office. Team members were in touch with all candidates after the election and helped prepare the news release. ARRL Observers have noted that an illegal cordless phone on 147.375 MHz has caused interference with a local repeater and the report was forwarded to the FCC. ARRL Volunteer Monitors continued to track the PUN beacon, and the FCC made arrangements to contact the country responsible for that particular transmission. More data has been gathered on a Russian D beacon on 7039 kHz and on 440 MHz operations by unlicensed fisherman off the coast of California. Additional reports about the February 10th Operation Deep Freeze were collected and shared with the MARS/ Amateur Radio exercise coordinator. There are preliminary discussions on hosting another similar region-wide exercise in the Fall. Chuck, Steve and Norm of the Membership and Volunteer Programs Department were among the many Volunteer Examiners that helped with the February 22 - 23 Midnight VE session at HQ. ARISS PR: While Boulder Hill Elementary School (IL) awaits its ARISS QSO in March, the students in the radio club have studied for their ham radio licenses, have made QSOs with hams around the US, built CW transmitters and crystal radio receivers, and gotten media coverage in the Beacon News and Elgin Courier News websites. ARISS News Update: To practice his QSO pile-up skills, Astronaut Clay Anderson got on the air to speak with students at Westbrook School near Houston. For ARRL Members: Sergej sent photos on his training session with Charles Simonyi, and also, the procedures for re-configuring the ISS radios. Rosalie got the photos forwarded to Rick Lindquist. ARISS Effect on Students: Rosalie forwarded a new permission slip form to the ARISS Mentors to distribute to students whose images are captured for use in the media. International Aspects: Lou is trying to get Pavel in Europe in touch with the Kennedy Space Center hams to coordinate before he gets here. The procedures should be studied beforehand in order that everyone is prepared. Amateur Radio Education & Technology ProgramMark Spencer I have 32 applications received to date for the teachers institute. The grant equipment is arriving at the schools, a few antenna items are on back order. The latest roster of ETP schools has been submitted to the web master for posting. I spent a day working with a 6th grader who was on school vacation. I tried out some curriculum materials on the young man. Morse code is the content area that seemed to capture his interest the most (the old mode maintains its relevance). I accomplished a telephone interview with a Monitoring Times columnist on the ETP. Two of my education related articles were published in the Jan/Feb AMSAT Journal, some requests for additional information have come in. I spent some time this week doing some research using the amateur satellites. Technical Relations Office Paul Rinaldo coordinated the text of the request for information concerning the new HF digital protocol with Dave Sumner, Steve Ford and Rick Lindquist. It was posted on the ARRL website at close of business on Thursday, February 22. Eleven responses were received Thursday evening and Friday. Acknowledgements are being sent to each responder. Walt Ireland and Jon Siverling are in Geneva at the CPM along with Larry Price and Ken Pulfer. Reports are trickling in. We drafted an email to NPSTC requesting their support of HR 462 and sent it to John Chwat and Chris Imlay. Chris said he would draft a letter for Marilyn Wards consideration. Paul Rinaldo is starting drafting of documents for the IARU Administrative Council meeting. Web/Software Development Hugh Brower has been making fixes and modifications to the ARES database based on feedback from users. He also made some changes to the license-class registration and listing database. Micah Murray continues to work on the development of a new membership application/renewal process for the Web site. He is on the second pass of a skeletal system, based on feedback and issues raised by the Marketing and Development groups. Jon Bloom spent much of the short week working on Web changes in preparation for the 2/23 rules change, including development of an on-line application and fulfillment mechanism for the First Contact Award certificate.
