OK, here is a bit of my perspective. I'm not really digressing -- When I worked in medical follow-up to consumer complaints regarding health issues, there was one common thread in nearly every report of a health issue. This thread was, "I had the problem and all of my neighbors had the same problem." Occasionally, this theme was varied by them saying, "My doctor said 9 out of 10 of his patients during the last two weeks have had the same problem and were using your product." Obviously, we received few reports of broken limbs. The point is that so many people attempt to justify their own actions by attributing them to "everyone else." The complaints I receive regarding QRM from 'bots run along the lines of, "I have this problem all the time." The question I ask myself in these instances, "Why do you persist in operating where 'bots operate?" Although I am a firm believer that we need to look into complaints from our members and to treat each complaint as legitimate, I have to admit I have a preconceived idea about this one. Is there any virtue in our trying to collect data on semi-automatic operation to quantify the problem, at least as it may exist outside the narrow automatic control subbands listed in 97.221(b)? It may turn out that a small number of stations are the source of most of the problem.
