As far as the LF matter goes, Joel, I agree with you. We had been told first that we had "made our case" for both the 135-137 kHz segment AND the 160-190 kHz segment. Then the NPRM comes out, only proposing the former. As recently as January, I was told by the OET staffer that 5 MHz was the only problem, and that there were no surprises in the remainder. The same thing was repeated to me in March, before the EC meeting in Dallas. I had two conversations with Kathy Medley at OET after that about timing, and nothing was mentioned about anything else. However, this R&O was released later than predicted. I believe that what happened was that one or more Commissioners saw it, took the utilities' side (PLC now ruling the day at the agency), and the 8th Floor caused the change after OET had drafted the order differently on the LF matter. I have a call in to Kathy Medley now to determine that and to ask for OET's view of what they can do for us now that we have been backstabbed (my term only). Chris
