I echo the concerns Chris mentioned (p.6) about Laura Smith and enforcement. I think we may need to dust off the notes from the old "Enforcement Task Force" and see if we can add some energy and effort into the FCC enforcement effort. SMs and OOs I've talked to in the northeast are uniformly unimpressed.
