Thanks, Bob. The report being discussed is attached. Some of the concepts presented in person to PCAST on November 2 were necessarily simplified, so if you find yourself disagreeing with something the speaker says take a look at the report itself. The concepts aren't new. You can see a lot of similarity in the January 1991 and May 1996 QST editorials. The emphasis on interference avoidance at the receiver end is very encouraging to me; I remember attending a forum 20 years ago at which NTIA wrongly argued in precisely the opposite direction.
