Coy et al, FYI, I share your concern over the structure of the Emergency Notification Drill from an established-operations view. However, I also see the legitimacy of this general form of drill when considered in the whole. Because of this, I followed a 3-prong course of action in responding to Dennis' request. First, I followed through with the request (I won't bother you with details of this), second, I sent a message to Dennis to verify what I had done and, third, I wrote a separate message to him regarding established protocol. The bottom line to his and my e-mail exchange includes my recommendation that he discuss any concerns he has over current lines of communication with Dave Patton and, through Dave, get these to P&SC if his concerns involve Section governance. As you know, P&SC is tasked with studying Section Governance and recommending any changes it concludes are appropriate. With the Section Governance study already in progress, I question if anything further needs to be done concerning protocol at this time.
