I don't recall it being done at the last National at Dayton. When I go to a hamfest or convention (even a National) sometimes they offer free admission, sometimes they don't. If there's that much of an issue with having to register individually I'm pretty sure it can be done at HQ - but I assumed since everyone is making their own travel arrangements this wouldn't be too hard to do.
