I support the recommendations of the EC to proceed with an Appeal in the USCA DC Circuit as outlined in President Harrisons Memo of September 6, 2006. While I dont doubt for a minute the ability of General Counsel Imlay to prosecute this appeal, that may not be the best use of his time. I agree the preferable course of action would be to have Chris work with Wilmer, Cutler, Pickering, Hale & Dorr in this appeal in his capacity as ARRL General Counsel. This approach affords us appropriate oversight of the appeal, input in the process, and full use of the particular skills and experience of the Wilmer, Cutler firm in administrative appeals, while still permitting GC Imlay to address the myriad of legal issues we send his way on a daily basis.
