Thanks, Tom. Board members who have been around a while will recognize the name of Mike Marcus, N3JMM. A lot more work on protection criteria has been done in the ITU than is implied in the brief reference to footnote 28. The paper sometimes seems to confuse the concepts of harmful interference and protection criteria. For example: "It seems realistic harmful interference determinations will depend on realistic propagation modeling-something that some segments of the wireless community would like to avoid, if traditional models give them a better position." Modeling can only predict the probability of harmful interference -- it cannot determine whether harmful interference in fact exists. This brings to mind the FCC's decision in the BPL docket; if harmful interference to mobile amateur radio facilities is a stumbling block for BPL (that "exciting new technology"), simply redefine what constitutes harmful interference in that context, and the regulatory problem goes away.
