David, There is a seismic network set up in several places that use high precision GPS to monitor ground movement. JPL was involved with one of those while I was there. Of course back then the "P" code that had nearly the precision of the L band wavelength was forbidden to civilians and non-military users. So we got the same precision by using interferometery and multiple GPS satellites. Just a guess. Art -- Arthur I. The common theory is helium mining. The antennas are the exact type used for it. It uses LoRAWAN.
