[arrl-odv:18065] Definition of Broadband

Greetings. Today, with the approval of the Executive Committee, and following helpful edits from Dave Sumner and Brennan Price, we filed the attached comments in response to an August 20, 2009 Public Notice from FCC. These comments address (as did an earlier, very similar filing in April of this year in a different docket proceeding) what the definition of broadband should be. In this connection, we sided with IEEE-USA's Committee for Communications Policy, in urging a progressive minimum standard for bidirectional throughput as a definition for what constitutes "broadband". This definition is a reasonable standard and it has the added advantage of excluding BPL from the definition. This was filed in three docket proceedings, 09-47, 09-51 and 09-137. This expedited proceeding is part of FCC's plan to advance broadband rollout. Incidentally, on a related topic,?we are now in full swing in preparing comments in response to the BPL Further Notice of Proposed Rule Making.
