The photos for QST and the web have been selected. We are now in the process of writing the full article. There was a favorable outcome in the Bozak cellphone ticket case in NY State. Thanks to the efforts of ARRL Volunteer Counsel Jeremy Rase, KC2JRD, the case was dismissed before trial on the grounds that the definitions used to define cellular telephones in NY State did not include amateur radio transmitters. While this is not precedent setting, it underscores that the language of the law is vital to such cases. It also highlights the value of the ARRL VC program. We have received word of a favorable outcome in the drafting of a tower ordinance in Cleveland County (Shelby), NC. The ARRL Regulatory Information Branch had several conversations with county zoning / planning officials that preceded a meeting between county officials and local amateurs on September 7. While it is still pending approval by the County Commission, the proposed ordinance would allow amateur support structures in all county zoning districts, as well as only requiring a 30% set-back for towers of 75-feet or more in height. Thanks to ARRL NC SM Bill Moraine, N2COP and his team for their efforts on this project. At the request of the FCC and Jon Siverling, the RIB Manager has had discussions with Crefton Niles, the new Director of Public Utilities/Telecommunications Officer in the Ministry of Infrastructure, Communications & Utilities on the island of Anguilla. Niles is seeking information on how to develop and implement easy reciprocal licensing for Amateurs visiting his country. We will continue to work with him to build a viable position to present to the Ministry officials. A situation was brought to our attention regarding a General class licensee who apparently has held an Extra class callsign through the vanity program for about a dozen years. This has been turned over to Laura Smith at the FCC. There were also several reciprocal license questions asked and answered as well as a couple of questions on memorial club callsigns. We also responded to a couple of queries regarding requirements for control operators when using a club license. Finally, two power line noise problems were turned over to Mike Gruber in the lab. Media & Public Relations Reported by Allen Pitts, W1AGP The interview with the rock band Arcade Fire is complete and a brief article has been sent for QST use. Media Hits column and 2010 Leonard Award announcement have also been written for QST. Working with Dave Clausen, W2VV, we have been able to restore Hello-Radio.org. ARECC Level-1 course edits are in progress and should be done by end of the month or sooner. Exploration and consultation regarding three possible video projects for 2011 continues along with providing materials requested for 75th ARES promotional activities and budget preparations. Development Reported by Mary Hobart, K1MMH Production continues on the second issue of Spectrum Defense Matters, due to mail at the end of September. Year-t0-date revenues for Defense total $123,197 as of 8/31/2010. The first response to the Education & Technology mailing was received on 9/8/2010. To date return total $2760. A mailing to Diamond Club participants will mail at the end of September, including all lapsed Diamond Club donors and those up for annual renewal. The emphasis of this mailing is to encourage monthly and quarterly giving. The offer includes an ARRL calendar with a Diamond Club contribution or pledge of $100 or more by December 31. Production/Editorial Reported by Joel Kleinman, N1BKE Khrystyne Keane wrote and distributed The ARRL Letter and voiced and produced ARRL Audio News for September 9, 2010. Sales and Marketing Reported by Bob Inderbitzen, NQ1R During the last week, the warehouse crew fulfilled 592 packages for publication and product orders, and three batches of QST mailing supplements. Amy Hurtado began preparing the Statement Of Ownership, Management, And Circulation for each of the ARRL periodicals: QST, NCJ and QEX. The completed document must be published in each of the journals. This is an annual US Postal Service requirement for publishers that use the Periodicals Postage Mailing Class. Amy Hurtado and Bob Inderbitzen participated in a digital magazine demonstration, along with a handful of other staff throughout the organization involved in this planning. The 2011 edition ARRL Handbook for Radio Communications is available for ordering. Books ship during the first week of October. Marketing copy and covers are being produced for some upcoming ARRL publications: the revised first edition of ARRL's PIC Programming for Beginners, and 50 Years of Innovation supplementary CD (800+ images of vintage gear). A planning meeting was held with members of the IT group to review further refinements and improvements to the publications and products e-store. The first 500 units of the new ARES 75th Anniversary Challenge Coin have been fulfilled. 2000 units were produced. Membership & Volunteer Programs Reported by Dave Patton, NN1N W1AW Joe updated the web code practice files. He processed regular QSL card requests and one Qualifying Run certificate. He also readied and installed three (3) newer PCs for use in the Operating Studios. These PCs are used for visitor operating logging and other amateur radio applications. Scott worked on fast and slow code practice files for the middle part of the month of September. He also assisted the DXCC department with the editing of applications. Field Organization/Public Service Team Headquarters has received several intruder reports this past week including a shortwave broadcast station being heard on 14.055 MHz, a Russian military station on 7.117 MHz, and an unidentified station on 7.030 MHz. An updated report was sent to the FCC regarding interference to an Indiana repeater and West Central Florida. Official Observers are checking out malicious interference occurring on a 2 meter repeater there. A number of questions were handled regarding operating overseas and foreign amateurs operating in the United States. We also received a report of business use of a repeater which is being followed up on and a complaint about interference that occurred on a repeater that is being used to convey information about hurricane Earl. Now that the September 10th Section Manager nominating petition deadline has passed (for terms starting in January), the following incumbent Section Managers are *not* facing opposition during the Fall election period: Dee Turner, N4GD, West Central Florida; Tom Dick, KF2GC, Northern New York; George Strayline, W2GSS, Southern New Jersey; Mike Lisenco, N2YBB, New York City/Long Island, and Art Zygielbaum, K0AIZ, Nebraska. Phil Temples, K9HI, was the only nominee for SM in Eastern Massachusetts, and he will succeed Mike Nielsen, W1MPN, who decided not to run for another term of office.
