Hopefully, we can create a consensus of educated licensee support for regulation by bandwidth. At the present time, it appears we are a long way from doing this. As you know, I still have a problem with an un-intended? potential side- effect of our proposal. I plan to address this issue after I have seen more comments from my fellow directors.
