Fred Hopengarten, K1VR, wrote a nice straight-forward article titled "Ham Radio Antennas: What Does the Law Require of Localities or Municipalities?" for use by a ham having some difficulties in Connecticut. Fred is an ARRL Volunteer Counsel and wrote the book called Antenna Zoning for the Radio Amateur that ARRL publishes/sells.
