[arrl-odv:20615] ReconRobotics; Petitions for Reconsideration

Greetings. Today, at the instruction of and with a great deal of good editorial assistance from the Executive Committee, we filed the attached Petitions for Reconsideration with respect to two FCC orders, each issued February 6, 2012. The FCC orders, one from the Public Safety and Homeland Security Bureau, and one from the Mobility Division, Wireless Bureau are discussed in these filings and are largely self-explanatory. It is obvious from the Commission's actions here that they have no intention of inhibiting the deployment by public safety agencies of the ReconRobotics devices in the 430-448 MHz band. This is true notwithstanding the terrible choice of frequency band by ReconRobotics (one of the less ethical RF equipment manufacturers that we have encountered recently) and the interference potential of the Recon Scout device. Nevertheless, the EC felt that these filings were necessary because the FCC has not handled this matter competently, as you will see from reading these documents. Let me know any questions you have. Thanks to the EC for their very quick response to this; to Ed Hare for his structuring of the technical argument about the necessary bandwidth; and especially to Kay Craigie, Dave Sumner, Cliff Ahrens and Jay Bellows for excellent edits on very short notice. 73, Chris W3KD Christopher D.
