[arrl-odv:34134] Board Confidential: Staff Matter

Back in March we had a dialog with Ed Hare and Bob Naumann about Lab staffing as they were looking at hiring a part time junior lab assistant. The discussion became one of succession planning for Ed where he told us he'd be leaving in "a year or so". In June we hired an Assistant Lab Manager for Ed to begin migrating his management tasks over to, and the transition seems to be going well. Ed has now announced to us in writing that he will be leaving in April 2023. Bob Naumann is working with Ed and with others to understand external committees ARRL needs to be represented on and lining up candidates for those positions. I am happy to go into more details, which you should know prior to contacting Ed, at the next EC meeting. It is important as Ed will not have his departure being characterized as a "retirement" and messaging to that effect will cause an emotional response from him. I have already met privately with Rick, Carl, and Kermit to formulate a strategy to work with Ed through this period, and for the moment we are giving Ed some space to become comfortable with his decision. Wow - Ed has done many great things for the ARRL - product review issues, RFI issues, marketing of non-compliant (and illegal) radios, historical issues, IEEE issues and probably more that I'm not even aware of. He is around my age (I'm 75), so in my mind it is a well-deserved event for Ed. The issue that worries me the most is his work with the IEEE in developing standards to establish limits for conducted and radiated emissions of electrical devices. With respect to the other issues, I believe for the most part he has trained others to continue his work. Ed will certainly be missed and it will be very hard to fill his shoes. I’ve learned a lot from him on various things we’ve worked on and also things that he’s done and contributed to the knowledge base. At least April is relatively far off so you have some time to plan. It's hard to write about someone retiring without making it look like an obituary. I'm delighted that I had time to interact with Ed. He's amazing. I certainly wish him well.
