As noted in the March 21 Executive Committee meeting minutes, last year's Ethics & Elections Committee recommended a return to paper balloting based primarily on the significantly reduced election participation during the three years that balloting was done primarily electronically. Planning for this year's election cycle was done on that basis. This year's E&E Committee formalized the decision and the announcement is included in the solicitation of nominations that appears in July QST (and will appear again in August).
