Board Family: The attached was released to portions of the Field Organization today, in preparation for the forthcoming upgrade to ARES. I was a bit surprised when the email from Steve to the field organization was forwarded to our local ARES unit by the EC. I saw the message from the local EC and some SM’s before I saw this message. Hi Dale - [wet blanket alert] This seems like a significant enough change that I hope the PSC will be spending some time at the January Board meeting to update the rest of us. While your intro memo to the the Field says, "So, two years ago, the ARRL board of directors created the Public Service Enhancement Working Group to study the ARRLs public service offerings and recommend changes and improvements." I don't think the Board ever did that. The PSC created the working group. Is it the PSC that gave the go ahead? At the July 17 Board meeting, we voted: 16. Discussion moved to the report of the Programs and Services Committee and Mr. Olson entertained questions. The PSC has reviewed a proposed mission statement for ARES from the PSCs Public Service Enhancement Working Group, which is still in the process of formulating their report and recommendations. After it is received, the PSC will bring forward a final report to the Board for its consideration. At the time this was discussed I asked for clarification on whether you'd be coming back to the Board in January with details of the planned changes. It now sounds like we've already gone ahead, even before coming back to report to the Board (and get the OK to move ahead). This seems like something ( first change in 40 years) the full board ought to be involved in approving.
