<<032013.doc>> IN-Newsletter <<Microsoft Word Picture>> Vol. 36, No. 12 March 20, 2013 -- Covers the period March 10-16. Upcoming Meetings and Events Administration & Finance Committee April 13 @ 8:30am in Newington, CT Regulatory Information Reported by Dan Henderson, N1ND Beyond the routine rules questions and international operating queries, we have been busy. During the past several weeks, we have been finalizing a new edition of the "Legislative Update" newsletter that will be e-mailed the week of March 18. We also, at the request of General Counsel Chris Imlay, W3KD, read and suggested several edits to the upcoming CC&R bill and white paper. In preparation for an upcoming visit from Riley Hollingsworth, we have been working with Chuck Skolaut, K0BOG, on reviewing how OO reports are vetted before being forwarded to the FCC for consideration. We are also developing suggestions on how to better track the status of reports reviewed by Chuck that have been sent to the commission for consideration. Coinciding with the apparent anniversary of the release of the ROS spread spectrum mode, there has been the expected, annual increase in member queries about the prohibition of ROS by US licensees on the HF bands. These comments seem to be coming yet again from misinformation put out by the Spanish developer of the mode who does not seem to understand that the FCC (not the ARRL) does not allow SS modes on bands below 220 MHz. We worked with the new officers of the OMIK radio club helping them develop a plan to respond to questions from the California Attorney General's office about the funding for their scholarship funds. The OMIK president was referred to an ARRL Volunteer Counsel in California - Kirk Strum KI6RKS - who has provided them with information that will hopefully address the AG's query. Development Reported by Lauren Clarke, KB1YDD The Development Office is pleased and proud to welcome our 124th Maxim Society member: Mary Hobart, K1MMH. Invitations to more than 400 donors and board members for the 13th Annual Donor Reception in Dayton on May 16, 2013 have been mailed out. Development is developing a new Diamond Club brochure with revised benefits. Many thanks to Circulation and MVP for their assistance. The story/announcement of the $10 million goal for the Second Century Campaign (SCC) was prepared and posted on the web site and on Facebook, thanks to Khrystyne Kean and Becky Schoenfeld. Thanks to Magz, the Second Century pages on the web are live and up to date. SCC donors of $1,000 or more have been asked for permission to be recognized in the ARRL Annual Report, in QST, on the web site, and in Dayton. The completed SCC donor permission list will be converted into a poster for Dayton and posted on the web. A SCC donor pin has been designed by Sue Fagan and is in pre-production. The pins should be ready for the Donor Reception in Dayton. Sue Fagan and David Pingree are working on a "thermometer" treatment to measure progress to the campaign goal. A first meeting was held of key players to provide input for a pr plan for the SCC using various ARRL vehicles. A campaign PowerPoint has been requested by a member of the SCC committee. The tests were successful and the tuner was passed along to the reviewer. Lab Project Bob Allison, Mike Gruber and Joe Carcia were given a tour of the WTIC 1080 transmitter site on Avon Mountain by Station Chief Engineer, Jeff Huggabonne. Jeff was kind to spend the time discussing the lightning protection system of the massive antenna arrays on site. The Lab has been a consultant for Jeff in recent past, while Jeff has helped out the Lab on other topics. Lab Staff (Joe is an honorary Labby) toured the various transmitters on site, as well as the tuning houses for the AM towers. The site is very historical, being activated in 1929. Photos of WTIC are on the Mackafee server, in the W1AW folder. ARRL staff shot video for a Lab Project at WTIC. Operating Zack Lau received 5-Band DXCC #7647. LoTW proved to be invaluable in getting all the QSLs required! Sales and Marketing Reported by Bob Inderbitzen, NQ1R Diane Petrilli reports that a large membership campaign will mail on March 25. Targeted e-mails have returned over 100 membership applications this month. Additional email solicitations are planned this week. Registration forms from ARRL staff, officials and volunteers supporting our exhibits and activities at Dayton Hamvention are due March 30. Reminders have been sent to exhibit leaders, encouraging them to seek registrations from volunteers supporting their booths. Jackie Ferreira reports that an emailing with a St. Patrick's Day theme and an offer of flat rate shipping on orders of $40 or more was sent Thursday morning. Nearly 650 orders were received Thursday through the weekend-one of the biggest surges of online ordering activity this year so far. A "Come Back and Shop" postcard, with a special offer, is being mailed to 10,000 ARRL Members who have purchase history, but have not made a purchase in the last year. The card is indented to drive some additional traffic to the online store and to see "what's new." Copies of ARRL's new book of microcontroller projects, Ham Radio for Arduino and PICAXE <http://www.arrl.org/ham-radio-for-arduino-and-picaxe> , and a press release have been sent to prospective reviewers and contributors. This continues to be the largest bulk email list we administer. Amy Hurtado reports that payment reminders were mailed on March 15 to members making quarterly Life Membership payments. Automatic quarterly payments were processed during the week. There are currently 323 members with pledges toward Life Membership. A handful of new website graphics have been produced to feature some upcoming ARRL contests and Field Day.
