Foremost has been concentrated efforts working with members of our Washington team to identify members willing to approach selected members of Congress and ask that they sponsor the "Emergency Communications Enhancement Act of 2013." Wide ranges of regulatory questions were addressed as they came across the desk. Topics of "hot" interest has included international third-party communications, questions related to travel to the US by foreign licensees and travel outside of the US by US Amateurs. We are also working with the SGL for Michigan in support of their efforts to get a PRB-1 statute through the state legislature. We have also begun significant work on organizing the forums and seminars for next year's centennial convention. An article was written for the August QST calling for potential presenters to submit their program ideas for consideration. Thanks to Magdalena Owczarska, W1MGZ, we are finalizing a web form to facilitate handling those requests. We are writing a series of FAQs explaining the program and forum parameters, which will be posted with the web form. We have worked with the editorial staff on several stories related to Amateur enforcement issues. The FCC's website does appear to be a little more current (when comparing the old site and the new site). We have also coordinated with Chuck Skolaut, K0BOG, to have several ARRL OOs monitor several frequencies in the next several weeks for some possible broadcasts being announced by a disgruntled amateur. Development Reported by Lauren Clarke, KB1YDD Congratulations once again to our newest ham - Maryann Macdonald, KB1ZTH on attaining her Technician license! Development is also pleased to welcome our newest Maxim Society Member, Louis Arnold, K9ALP. Mr. Arnold is Maxim Society member #125. The new Diamond Club upgrade buckslips, put into all membership renewal forms, have resulted in 35 new Diamond Club members this past month. New Diamond Club brochures have been printed and will be rolled out to current and lapsed members. Many thanks to Marketing and MVP for their help in offering new benefits to our highest level donors and to Graphics for designing such a handsome piece. The brochure is posted on the website as a pdf and will be included in both USPS mailings and eblasts to attract new Diamond Club members. A Spectrum Defense Fund bulk mail is being designed for May. As of April 30, 2013 we expect 117 attendees at the Donor reception in Dayton on May 16. The Second Century Campaign donor pins are in production and expected to arrive in time for the Donor Reception in Dayton. Dave Sumner, K1ZZ and Bob Allphin, K4UEE of the Second Century Campaign Committee represented ARRL and the Second Century Campaign in Visalia earlier in April. Letters and presentation packets are being prepared for 6 top targets from that convention. In addition 6 follow up letters have been mailed on behalf of Campaign Chairman David Brandenburg, K5RQ. The finishing touches are being organized for the balance of major donor letters and packets to be mailed by May 3. Production/Editorial Reported by Becky Schoenfeld, W1BXY 2013 Hamvention Contest University proceedings went to press Friday, April 26. Lab Reported by Ed Hare, W1RFI Dayton Bob Allison and Mike Gruber have finalized plans for testing HTs and alerted the volunteers who help us every year. Product Review Bob Allison halted testing of a radio after discovering that it had an illegal scrambler function. Bob has contacted the US importer to disable this function on future imports. Bob started the testing of an elaborate power meter kit. RFI Joe Carcia and Mike Gruber tested Arc Fault Interrupters at W1AW and found no sign of interference. Letters were written to the Amateurs that suggested the testing. Ed Hare has been appointed to serve as a member of the IEEE Electromagnetic Society Board of Directors, replacing a board member who passed away. Ed will serve the remainder of his term, running through the end of 2013. Membership & Volunteer Programs Reported by Dave Patton, NN1N DXCC Paper/Fieldcheck Processing Time 6 Weeks Logbook Processing Time 3-5 Business Days W1AW The new audio system used for 2 meters and the EchoLink conference server W1AWBDCT is now in service. In addition to cleaner CW, this system also allows for audio from W1AW's daily 9:45 PM ET phone bulletin to be sent to the conference server. Joe removed old phasing systems for the 40 and 20 meter antennas, began to troubleshoot an issue with a power supply that is used with one of the broadcast transmitters and installed the new audio system. Field Organization/Public Service Team Leona Adams reports that Monte Simpson, K2MLS, Section Manager of Western Washington, and Mark Tharp, KB7HDX, Section Manager of Eastern Washington, have both been nominated for new terms of office in their respective sections. For this particular election cycle, nominations are due at Headquarters by June 7. New terms of office begin October 1. Steve Ewald completed the initial compilation and editing of the 2012 Simulated Emergency Test Results and the related article that is scheduled for July QST. Radio amateurs from Puerto Rico, Arizona, and North Dakota successfully completed requirements to become Official Observers this past week. The FCC web site listing enforcement actions has been updated. The Colorado SM and OOC are checking out a beacon that is utilizing 30 meters from Colorado. The Eastern Pennsylvania OOC and OOs are checking out a long standing interference problem on 2 meters. An unidentified digital signal heard on 3955.5 kHz was identified by the Ohio OOC as a BBC World Service station. Chuck Skolaut handled questions this past week that dealt with D Star operation, NXDN digital mode, quality of a PSK 31 signal, and rag chewing on 146.520. Also, several complaints were received regarding 14313 kHz.
