Greetings. Attached please find the Report of the Office of the General Counsel to the Board of Directors. As usual, this is a highly candid and therefore highly confidential report that, if disclosed to other than Board Meeting attendees could do substantial harm to ARRL's advocacy program. Please, therefore, be careful to keep this document completely confidential and do not share it outside the Board family. Should you have any questions about any aspect of the report, I will be happy to answer them by phone, e-mail or in person prior to or during the Board meeting. There is a good deal of detail about the history of open, long-pending regulatory matters. Tenured Board members will readily recall this, and they will please forgive the repetition. This background detail is principally for the benefit of new Board members in the hope that it will assist in bringing them up to speed on older FCC matters, of which, as usual, lamentably, there are many. I am told by Riley Hollingsworth that I should expect a document from him discussing his activities as our contractor to assist in improving the level, quality and visibility of enforcement in the Amateur Service. I have not yet received that document so I will distribute it to the Board separately when received. That document also should be considered confidential and not for dissemination to anyone.
